Japan did it in 1588 when Hideyoshi Toyotomi banned all arms.
I understand it's difficult because of the Second Amendment and NRA which has strong say in the debate.
This might be the issue of autonomy which was also the main focal point in the Brexit.
Those seem easy to address when looking from abroad, but become increasingly difficult issue when considering internal factors.
