10月、建て替えが検討されてきた「中野サンプラザ」を含む中野駅前の再開発について、新たな方針が発表されました。
中野区の酒井直人区長は「中野サンプラザのDNAを継承し、デザインや名前についても引き継いでいく」方針を示しています。さらに、中野サンプラザを解体して最大収容人数7000名の多目的ホールなどの施設をつくるとしています。
筆者はこの発表に強い違和感を覚えています。そこで前回に引き続き、中野区議会議員いながきじゅん子（稲垣淳子／現4期目、無所属）さんへのインタビューなどをベースに本稿を下記進めてみようと思います。
酒井氏は区長就任後、中野サンプラザ解体と1万人アリーナ建設について、「いったん立ち止まる」と前区政の方針を凍結しました。ところがその後、中野サンプラザ解体を公表してしまいます。区民としてこれは、選挙時の公約撤回ではないかと受け止めています。
この問題を、当時のマスコミ報道で初めて知ったという方も多く、「区長は中野サンプラザを残してくれるのではなかったのか？ 本当になくなってしまうのか」と解体を惜しむ声が多かったと、いながき区議は説明します。
これは、区内外を問わず多くの方々の中野サンプラザへの愛着の強さを物語っています。
筆者は、中野サンプラザ解体方針を掲げていた前区政のプランをほぼそのまま引き継ぐ形で、都市計画決定されてしまったことに違和感を覚えています。しかしこれにより、中野サンプラザ解体が既成事実化されていることも問題だと考えます。
記者会見や区報で伝えられていたのは、中野サンプラザ「再整備」の方針のみでした。なのに、その裏で、区民への丁寧な説明や合意形成もなされないまま、中野サンプラザ「解体」の準備が粛々と進められてきたからです。
実は今でもほとんどの区民はこの事実を知りません。つまり、「中野サンプラザ解体が決定した」とは認識されていないのです。おそらく、中野サンプラザが老朽化しているので「どうするのか」を議論しているような認識ではないでしょうか。
まだ時間があるにもかかわらず、区は非常に急いでこの都市計画を決定しようとしてきたと、いながき区議は指摘します。
この都市計画では、中野サンプラザだけではなく、現在の区庁舎も解体されなければ基盤整備工事には着手できません。この都市計画を、なぜこれほど急いで決定する必要があったのでしょうか。区民に対して丁寧な説明が求められるように思います。
酒井区長は「現在手続を進めている中野駅新北口駅前エリアに係る都市計画については、道路や駅前広場などの公共基盤整備に係るものであり、中野四丁目新北口地区まちづくり方針に基づいて計画を図ってきたもの」としています。
さらに、都市計画は、同エリアの再整備に加え、中野駅西口改札となる西側南北通路の新設や周辺で進められているまちづくりにも関連するものであり、遅滞なく進めるとしています。
サンプラザ再整備の検証内容への疑問
中野サンプラザ再整備の検証結果の一つとして明らかにされた長寿命化工事をした場合の金額についても、15年で32億円という非常に根拠に乏しい数字を用いています。
この「維持には多額の費用がかかるから解体すべき」という区の主張に、いながき区議をはじめ複数の議員は疑問を感じるとしています。
中野サンプラザの構造自体は200年の耐用を前提に設計されていると、設計者の林昌二氏が言われており、（公社）日本建築家協会も同様の見解を示しています。
建物のライフサイクルコストは、60年と100年を目標とする2つのパターンがあり、100年サイクルで考えるべきではないかというのが専門家の意見です。
そのあたりの検証もないまま、更新時期を60年と設定し、あと15年しか建築物がもたないような印象を与えているのはなぜでしょうか。
この検証内容は、区民をミスリードしかねません。15年32億円という数字には明確な根拠があるようには見えないからです。
酒井区長は「中野サンプラザの長寿命化を行う場合の試算については、簡易に試算する方式を用いて行ったため、実際の経費とは異なるものの、建物更新の目安として参考になるものと考えて示したもの。試算自体が誤っているとは考えていない」と説明します。
ここまで丁寧な説明はなし
「中野サンプラザ解体」決定の経緯は、区民の立場からは「わかりにくい」の一点につきます。前区政のプランをほぼそのまま引き継いでいる点にも違和感を覚えます。
筆者は、中野サンプラザ解体には反対の立場です。これは、古いものを愛おしむノスタルジックに浸っているのではありません。解体決定までのプロセスが不透明だからです。
次回以降、中野サンプラザ再整備の事業性や事業協力者の選定における問題についても公開したいと思います。

BUCK―TICK 25日予定のライブ配信を中止 19日にボーカルの櫻井敦司さんが急死

ロックバンド「BUCK―TICK（バクチク）」は25日、12月6日までYouTube公式チャンネルで配信を予定していた「BUCK-TICK WEDNESDAY LIVE STREAMING」を中止すると、25日に発表した。
YouTube「BUCK-TICK公式チャンネル」で毎週水曜午後8時から生配信を予定していた。
「BUCK-TICK」はボーカル、櫻井敦司（さくらい・あつし）さんが、19日午後11時9分に脳幹出血のため、57歳で死去。
19日夜、横浜市内でのライブ中に体調不良を訴え、救急搬送された病院で息を引き取った。
櫻井さんは19日のファンクラブ限定だった横浜公演中に体調不良を訴え、公演は3曲目を歌い切ったところで中止に。
1曲目で調子の悪い様子を見せ、2曲目が始まるとステージ上の階段でふらつき転倒。
体勢を立て直して3曲目「絶界」まで歌い切ったが、その後スタッフを呼んで2、3分話し込み、肩を借りるなどして歩きながらステージ袖に消えた。
客席からは「あっちゃーん」「櫻井さん」などと声援が飛んだ。
しばらくして場内には「本日はここで中断します」とアナウンスが流れた。
会場には救急車が到着。
所属レコード会社は「意識はあるが、大事を取って搬送しました」と状況を説明していた。
