訳してみると意外と多義的で難しいね
real*を3回も使って効果を出そうとしてるから「実」を繰り返してみた

pathetic gestureは、もっとダラダラ日本語にするなら
「政策決定者も実際には効果があるとは思ってないけど、
他のコミュニティもやってるから一応ウチも
形は整えておくかという感じの政策」というような解釈です

私はまだすっと分かるほどの英語力はないんですよね～ (´･ω･`)

pathetic は、いつもどう訳すか悩んできた。今回は gesture にも大きい
意味で二つ定義があるから、その組み合わせでも迷いが多くなります。

なるほど、言われてみればそうですね。
