Although some people say the Japanese government should do more to protect their environment, I think there are (two objects. For example), economic costs and pollution.

First of all, to make their environment better costs too much.
After that, the government might receive money from tourists.
However, the revenue is smaller than the larger expenditure.
I think there are more things to be done as soon as possible.

Next,
As you know, for instance, in Tokyo, there are taller towers.
I don't know how many toxic things they emit.
But the quantity is so huge, I assume.
In other words, to make environment best needs to tear down such buildings.

Finally,
So, the Japanese government should do nothing (on) (their) environment.
