可能なのであれば、今回の原文の legacy の同格として that 以下がつながっている
はずなのだが、しかしそうなると全体的に文法的なバランスが悪い。俺が思うんだけど、
原文は次のように書くのが正しいのではないかと思う。ただしこの英文は
話し言葉として咄嗟に言われた（日本語でしゃべっている人の言葉を通訳が
口頭で言った）言葉だろうから、少しくらい間違ったとしても仕方がない。

(1) 原文：Otherwise, the Tokyo Games will have as its negative legacy,
being told and retold, that a perpetrator of horrific bullying worked on
the opening ceremony music.

(2) 書き換え：Otherwise, the Tokyo Games will have ★a negative legacy★, being told and retold,
