仕様変更になりました。
板設定にTATESUGI値に含まれる形でスレ立て時にどんぐりレベル要求される設定のようです。
現在テストとしてガリレオ鯖に入っているようです。

There is now a new feature for SETTING.TXT

example:
BBS_THREAD_TATESUGI=donguri:1/8

This is the explanation
donguri=Reg.LV/TATESUGI count

To post on that board, you must be at least donguri level 1 and TATESUGI 8.

Lets try it on galileo.
