ダブルクォートをミスったので改めて一行全部
"append initrd=/ubninit file=/cdrom/preceed/ubuntu.seed boot=casper quiet splash --- persistent"
となっていればOKです
32MBのファイルを作っていればpersistentが付くはずなんですが...
