こちらの動画の2分50秒あたりで、norの例文を扱っていました。

The mayor of Toronto refused to resign, nor do we expect him to.

norは前文は否定文でなくても、いいのでしょうか？

ジーニアス英和辞典で調べて例文を見たら、さらに混乱しました。
It was hoped that all would be agreeable to that proposal. Nor was this hope disappointed.
という例文がありました。

Oxford Advanced Learner's Dictonaryには、

2 used before a positive verb to agree with sth negative that has just been said.

と書いてありました。

質問の内容の整理です。
1 ユーチューブの動画の例文に関しては、refuseがネガティブということになるのでしょうか？

2 ジーニアスの例文はどのように解釈したらいいのでしょうか？
