とでも書かないと不自然だということになる。英語ネイティブでも文章を書くのが
下手な連中はそんなことを気にしないでいい加減な文章を書くけど、少しでも
気の利いた奴なら、そういうことを気にするだろう。

その一方で、もともとの

and
<< to complete an online application >>

という解釈なら、無理なく自然な英文として理解できるということになる。
