俺が思うには、ここでは "something that" ではなくて what が使われているので、「〜とは〜である」という
定義文ではないと思う。定義文なら、英英辞典に盛んに出てくるが、英英辞典の定義文には
"AAA is what + 動詞" という形は使わず、"AAA is something that + 動詞" とか "AAA means to 動詞"
とか、"AAA is when S V" などと書いてあるだろう？

(2) something を使うと：　
Ineffective medications are ★something that★ slows down and sometimes even stops the healing.

(3) 上の something を使った (2) の意味は：
効き目のない投薬療法とは、治るのを遅らせ、ときにはそれを止めてしまうこともあるもののことである。

しかし原文では、what を使っている。すると次のように訳すのが適切ではなかろうか？

効き目のない投薬療法 ★こそが★、治癒を遅らせ、ときにはそれを止めてしまうことさえあるのだ。

うまくは説明できないが、something that と what とでは、大きな違いがあるのだ。言い換えると、

これは、

と大して意味は違わない。

しかし
(7) AAA is what carries out BBB.
これはインパクトの強い言い回しであり、
(8) It is AAA that carries out BBB.
